1. The obligor may be approved to pay the payment in installments in accordance with Article 4 of the "Implementation Rules for the Approval of Payment in Installments of the Administrative Enforcement Case" after obtaining the consent of the transfer agency and taking the amount and the situation of the obligor into consideration if the obligor can provide relevant supporting evidence and explain that he has suffered major property loss due to economic conditions or natural disasters or incidents and cannot pay taxes (or fines and expenses) at one time.
2. According to Article 5 of the "Implementation Rules for the Approval of Payment in Installments of the Administrative Enforcement Case," the obligor or the third party shall make a guarantee statement, provide a certain amount of guarantee, or deliver a negotiable instrument to the agent of the transfer agency when applying for payment in installments.
